As for your friend being arrested at the DMV, the employees of the DMV are not law enforcement, and would not have knowledge of whether a warrant has been issued or not, so he is worrying needlessly about being arrested while applying for a driver license or identification card.Changing car title?? Help please????If it's a clear title, all he has to do is sign the back. That's it. If you have any questions all you have to do is call the local register's office. They will help you out.

Help please????If you have the title from the guy you bought it from, and the buyer released interest, just sign a bill of sale releasing your interest and give the new buyer the title and your bill of sale. If the car is less than ten yrs old, an odometer disclosure form is required also.
